This bill would expand the Director of the National Institute of Standards and Technology (NIST) to develop, maintain, and publish common taxonomies of work roles, tasks, knowledge, and skills to strengthen STEM education, training, and career pathways.

- Learners and career changers would get clearer career pathways and advice on how to earn relevant credentials like degrees, certificates, and certifications. The bill requires information that helps people with nontechnical or nontraditional backgrounds translate their skills.
- Employers, education programs, and training providers would receive standardized frameworks to align hiring, curriculum, and credentialing, plus guidance to increase adoption and use. NIST must assess and update frameworks at least every 3 years.
- Federal, state, local, Tribal, and territorial governments and partner organizations must be consulted during development. The bill sets deadlines and reports, including a report on the NICE cybersecurity framework within 180 days, repeat reports every 3 years for 9 years, and an AI workforce framework published within 540 days.

New AI and tech workforce frameworks
If enacted, the Director of NIST would create and share workforce frameworks for critical and emerging technologies and other STEM fields. The Director would assess the need for more frameworks within 180 days. Not less than 540 days after enactment, the Director would publish an AI workforce framework with workforce categories, work roles, and competency areas. Frameworks would include support roles, professional skills, guidance for people with nontechnical backgrounds, and materials in multiple languages. The Director would review and update frameworks at least every 3 years and report to Congress. The Director, through the National Initiative for Cybersecurity Education, would also distribute cybersecurity career resources for all ages upon enactment.
