Summary
Prevents federal agencies from contracting with companies that impose policies or practices that discriminate against the firearm and ammunition industry. It would require contractors and many subcontractors to certify they have no discriminatory policies and would allow contract termination and debarment for violations.

- Prime contractors would have to certify they do not maintain or will adopt policies that discriminate against firearm entities or firearm trade associations. Violating that certification could lead to contract termination for default and suspension or debarment.
- Prime contractors would be barred from awarding a first-tier subcontract worth more than 10 percent of the prime contract to any entity that fails to certify, and from structuring tiers to evade the 10 percent limit.
- Firearm and ammunition businesses and trade associations would be defined specifically and shielded from contract-based discrimination. Definitions include licensed importers, manufacturers, dealers, ammunition sellers, and makers or sellers of safety devices, parts, or accessories.
- Executive agencies would be required to include the certification clause in each procurement contract for goods or services, with a sole-source contract exception.

New contracting rules for firearm businesses
If enacted, agencies would require prime contractors to certify they do not discriminate against firearm businesses. Prime contractors would also promise not to adopt discriminatory policies during the contract term. They could not give any first‑tier subcontract over 10% of the prime contract to firms that refuse to certify. Contracts would be ended for default and agencies would start suspension or debarment if contractors break the clause. The rule would not apply to sole‑source contracts and would cover contracts awarded after enactment.
