New testing rules for imported organic feed

If enacted, the Agriculture Secretary would make and update risk-based rules to pick which imported organic feed is tested. The Secretary would work with Homeland Security and an interagency working group. The agency would keep a confidential annual list of imported organic feed shipped in bulk with a national organic program import certificate and would test each listed feed every year. 'Shipped in bulk' means loose in a ship hold, railcar, container, or super sack; packaged goods would be excluded. Not later than 180 days after enactment and annually after, the Secretary would send Congress a report with testing frequency, methods, results, standards, and actions. If a tested shipment shows a prohibited substance above the allowed level, that shipment could not be sold, labeled, or represented as organic.
