Adjusts caps and rules for VA home improvements for disabled veterans. This bill would set different dollar limits for certain applicants, add annual inflation increases tied to construction costs, and limit how many alterations a veteran may receive.

- Veterans who first applied for a non-service-connected disability before enactment but whose disability later becomes service-connected would have a maximum benefit of $6,800. Veterans who first apply on or after enactment would have a $10,000 maximum.
- The VA may not provide more than three improvements or structural alterations to any single veteran, and a veteran who exhausted eligibility under section 1717 before enactment would not get additional benefits because of these changes.
- On the first day of each fiscal year the dollar amounts would increase by the percentage change in the residential home cost of construction index from the prior fiscal year, or remain unchanged if that index did not rise.
