Summary
Changes collective bargaining authorities for Veterans Health Administration employees. This bill would strike subsections (b), (c), and (d) of 38 U.S.C. §7422 and renumber subsection (e) as subsection (b). It would also make clear those amendments do not affect the Secretary of Veterans Affairs' authority to offer incentive pay or to use expedited hiring under 38 U.S.C. §706 and similar laws.

Changes to VA employee bargaining rights
