Stopping Adversarial Tariff Evasion Act

Sponsored By: Senator Rick Scott

Introduced

Summary

Treats goods made or finally assembled by foreign-adversary parties or entities tied to them as if those goods originated in the adversary country. The bill broadens three U.S. trade enforcement authorities so articles linked to defined foreign adversaries face the same enforcement rules as imports from those countries.

Bill Overview

Treat adversary-made imports as foreign

If enacted, this bill would let the U.S. treat certain imports as if they came from listed foreign adversary countries. It would apply when goods were produced, manufactured, or finally assembled by a foreign adversary party. It would also apply when goods were made by an entity with at least 25% equity held by such parties. Equity holdings include co-investments, joint ventures, and derivatives or contracts that copy financial returns. Control uses the meaning in 31 C.F.R. 800.208 as of enactment. The listed countries are China, Russia, Iran, North Korea, Cuba, and Venezuela if Nicholas Maduro is president. If enacted, trade remedies like tariffs or limits could be applied more broadly. This could help some U.S. producers but raise costs or cause supply limits for importers and consumers.
