Summary
Would create a regulatory pathway to allow civil supersonic flight in the national airspace system that produces no sonic boom on the ground. The bill would require the Federal Aviation Administration to issue or revise rules so civil aircraft can operate faster than Mach 1 only when those operations do not produce sonic booms that reach the ground in the United States.

New supersonic flight rules for operators
If enacted, the FAA would have one year to write or update rules so civil planes can fly faster than Mach 1 without special permission. This would only be allowed when the aircraft are flown so no sonic boom reaches the ground in the United States. It would apply to civil aircraft as defined in 49 U.S.C. 40102(16). The FAA could update rules such as 14 C.F.R. section 91.817 and set safety and operating conditions.
