Summary
Create national quality standards and expand Medicaid coverage for continuous skilled nursing services. This bill would rename 'private duty nursing' as 'continuous skilled nursing', require complex-care Medicaid patients to receive those services from licensed nurses, and set a federal process to develop and update quality standards and measures.

Add continuous skilled nursing to home care
If enacted, the bill would require Home and Community-Based Services lists to include continuous skilled nursing. States would update rules not later than 18 months after enactment. If you are on an HCBS waiver, your State could cover this care.
Set national quality standards for nursing
If enacted, the Secretary would convene a working group within 180 days to develop national quality standards for continuous skilled nursing. The standards would be published within one year after the group's first meeting following public comment. The HCBS quality measures would be updated within one year and reviewed at least every eight years.
Rename private duty nursing; require licensed nurses
If enacted, the bill would rename "private duty nursing" as "continuous skilled nursing" in Medicaid. It would take effect 18 months after enactment. Complex-care patients who need multiple hours a day would need care from a licensed nurse (registered or practical). This could improve safety but might make finding providers harder in some places.
Clarify Medicare home health rules do not apply
If enacted, the Secretary would send a letter to State Medicaid Directors saying Medicaid private duty nursing providers do not have to follow Medicare home health Conditions of Participation. This could reduce paperwork and help keep providers in Medicaid.
