Expanded Do Not Pay data sharing
If enacted, this bill would let Treasury use more personal data to check payments. The IRS could give limited tax return details when Treasury asks about a specific person. Those tax details must cover at least three tax years. Social Security would regularly share names, birth dates, and Social Security numbers with Treasury for Do Not Pay checks. Credit-reporting rules and new access to the National Directory of New Hires would let Treasury and approved contractors get and share data to find, stop, and recover wrong or fraudulent payments. These changes could help stop improper payments but would expand government access to personal records.
New Treasury payment reporting rules
If enacted, agency heads would have to send standard details to Treasury for each payment sent to the Treasury disbursement system. Required details include a short purpose description, the Treasury account symbol, and the business event type code. Certifying officials must check accuracy at least once each fiscal year and the agency head must attest in writing. Agencies must verify the recipient's bank account information before certifying a voucher. Treasury would publish certified payment data on the public FFATA website no later than 30 days after certification. Payments that would harm a sensitive operation can be exempted, but agencies must include aggregated data about those payments in a controlled budget annex.
