If enacted, you would be able to get more in-person help signing up for coverage in States where the federal government runs the marketplace. The Secretary would have to obligate $100 million from marketplace user fees for fiscal year 2026 and each subsequent year. That money would remain available until spent. Navigators would be required to give plain-language public education about Marketplace plans, State Medicaid (title XIX), and CHIP (title XXI). Navigators could work year-round and must keep a physical in-State presence to offer in-person help. Each year at least one grant would go to a community and consumer-focused nonprofit. Exchanges would pick grantees based on their proven ability to carry out these duties and would not consider whether the grantee plans to provide information about employer group plans that are not Marketplace plans. These changes would apply to plan years beginning on or after January 1, 2026.
