Authorizes the U.S. Section of the International Boundary and Water Commission (IBWC) to accept federal and nonfederal funds to study, design, build, operate, and maintain wastewater, water conservation, and flood control projects along the U.S.-Mexico border. The bill also limits credits for nonfederal cost shares and blocks some foreign-linked contributors.

This bill would let the U.S. Section of the International Boundary and Water Commission accept federal and non‑federal money, including grants. The money could be used to study and design projects. It could also be used to build, operate, or maintain wastewater treatment, water conservation, and flood control works. Accepted funds would go into the Treasury account named "International Boundary and Water Commission, United States and Mexico" and would be available until spent. The Commission could not credit or reimburse non‑federal partners more than $5,000,000 in any fiscal year. The Commission could not accept funds from non‑federal entities tied to a "foreign country of concern" (see 42 U.S.C. 19237). The Commission would have to send an annual report to four congressional committees by the last day of each fiscal year describing the funds, projects, and costs.
