Summary

Would transfer about 3.4 acres of federal land in Anchorage to the Southcentral Foundation to support health and social services programs. The bill would direct the Secretary of Health and Human Services to convey all right, title, and interest by warranty deed within two years, require no payment from Southcentral Foundation, and bar any reversionary interest while superseding a prior quitclaim deed. The Secretary could retain reasonable easements to meet any retained obligations. Southcentral Foundation would not be liable for contamination that existed before the transfer and the Secretary must comply with notice rules under the Comprehensive Environmental Response, Compensation, and Liability Act.

Free land for Anchorage health center

If enacted, this bill would require the Secretary of Health and Human Services to convey about 3.372 acres in Lot 1A, Block 36 East Addition, Anchorage Townsite Subdivision (Plat No. 2025-11) to the Southcentral Foundation for use with health and social services. The transfer must be by warranty deed, cost SCF nothing, and must replace any earlier quitclaim deed. The Secretary must complete the conveyance as soon as practicable but not later than 2 years after enactment. The deed may include easements the Secretary reasonably needs to satisfy any retained obligations. SCF would not be liable for soil, water, or other contamination that existed on the property before the date of conveyance, and the Secretary must follow CERCLA section 120(h). The liability protection applies only to this specific property, and the Secretary would not be liable for contamination that occurred after SCF controlled, occupied, and used the property.
