This bill would make passing the CMV knowledge test and getting certified contingent on demonstrating the ability to read basic traffic signs and communicate in English while operating a commercial motor vehicle, with a two-year phase in.

New English rule for truck drivers

If enacted, this bill would bar people from passing commercial motor vehicle knowledge tests unless they show English proficiency. This would start two years after enactment. You would need to read and understand traffic signs in English. You would need to speak English with traffic safety officers, border patrol, agricultural checkpoint officers, and cargo weight station staff. Tests could not be given in any language other than English. The Department of Transportation would update 49 C.F.R. part 383 by the two-year deadline.
