Easier defense transfers with U.S., UK, Australia
If enacted, U.S.-sold defense items and services could move more easily between the United States, the United Kingdom, and Australia. It would let companies and governments transfer those items inside their own organizations and between eligible partners. Dual- or third-country nationals could take part only if they meet narrow export-control rules. It would also remove congressional notification for some manufacturing and technical licensing deals with the UK and Australia when those deals fit an existing licensing exemption. These changes would take effect upon enactment.
