Summary
Broaden eligibility for transfers of federal land within the Apex Site. This bill would add the City of North Las Vegas and the Apex Industrial Park Owners Association alongside Clark County, create a mechanism to sell surface mineral materials, and require transfers to comply with NEPA and the Federal Land Policy and Management Act.

Sell surface materials to builders
If enacted, the Secretary could sell rock, soil, and other mineral materials made by grading or land work on Apex Site parcels where the United States keeps mineral rights. Sales would have to be at no less than fair market value. Sales could be done without public advertising or bids and without limits on volume or time. This mainly affects contractors and developers who buy these materials.
Environmental review required for transfers
If enacted, each transfer of land or an interest in land within the Apex Site, and any rights-of-way under the Act, would have to comply with applicable Federal land laws. The bill specifically cites the National Environmental Policy Act (NEPA) and the Federal Land Policy and Management Act (FLPMA). That means environmental review and federal land-management rules must be met before transfers occur.
More local groups may receive land
If enacted, Clark County, the City of North Las Vegas, or the Apex Industrial Park Owners Association could each receive land under this Act, either alone or together. The bill also applies the same conveyance language to other land conveyed under the Act. This widens who can get land transfers but does not set sale prices.
