Clarify and strengthen the VA's emergency management roles and regional supply readiness. This bill would require the VA Secretary to produce reports that map each office's roles, evaluate Regional Readiness Centers' inventories and capacity, and identify limits to coordination with FEMA.

  • Regional Readiness Centers: Calls for center-by-center data on requests, materials distributed, current and expiring inventory, two-year inventory trends, operational costs, capacity for different emergency types, and any plans to realign centers.
  • FEMA and policymakers: Requires a separate report, after consulting FEMA, on legal or operational limits to FEMA providing fuel or other resources to the VA and whether Congressional action is needed to address coordination gaps.
