Protects individuals' ability to use and self-custody convertible virtual currency. This bill would bar heads of Federal agencies from prohibiting, restricting, or otherwise impairing a covered user's ability to use convertible virtual currency to buy goods or services for personal use and from restricting self-custody via a self-hosted wallet. It defines convertible virtual currency, covered user, and self-hosted wallet and does not include enforcement mechanisms, penalties, regulatory oversight, or funding.
