Higher park entrance fees for international visitors
This bill would let the Interior Secretary or a park superintendent add an extra entrance surcharge for international visitors. An "international visitor" is a nonimmigrant admitted under INA 101(a)(15)(B) or INA 217. Superintendents must set the surcharge to maximize unit revenue while keeping international visitation. Parks would collect the surcharge by normal entrance methods or by contracted travel vendors, and must have rules for per-vehicle collection. Money collected would stay at the park for maintenance, visitor services, staffing, and related unit needs. The Secretary could suspend, change, or use tiered pricing for the surcharge.
New pass surcharge for international visitors
This bill would require a surcharge when an international visitor buys a National Parks and Federal Recreational Lands Pass. An "international visitor" is a nonimmigrant admitted under INA 101(a)(15)(B) or INA 217. The Interior Secretary would set the pass surcharge by regulation and could raise it by a reasonable percentage over a chosen timeframe. Money collected from the pass surcharge would be deposited into the National Parks and Public Land Legacy Restoration Fund.
