- National Laboratories — Funds repairs, upgrades, and construction for research laboratories, administrative and support buildings, utilities, roads, power plants, and other critical infrastructure. At least one-third of annual funds must be managed by the Office of Science.
- Researchers and science missions — Supports upgrades for world-leading scientific user facilities and advanced computing to meet emerging research needs and to maintain safe, efficient, and environmentally sustainable operations.
- Department of Energy planning and oversight — Changes the facilities and infrastructure strategy in law and requires a report within one year plus ongoing submissions that include current priority project lists, 10-year reconfiguration plans with cost and schedule estimates, preliminary funding needs, allocation plans, data-driven prioritization criteria, and stakeholder engagement across DOE offices including the Office of Science, Office of Environmental Management, the Office of Energy Efficiency and Renewable Energy, the Office of Fossil Energy and Carbon Management, the Office of Nuclear Energy, and the National Nuclear Security Administration Science and Technology Programs.
*Authorizes $5.0 billion per year for fiscal years 2026–2030 (up to $25.0 billion total) for these lab infrastructure programs.*

Funding to modernize national labs
If enacted, the bill would authorize $5 billion each year from 2026 through 2030 to the Department of Energy. At least one-third of each year's money would be managed by the Office of Science. Money could be used only for priority deferred maintenance and lab modernization projects. Covered work would include research buildings, support and utility systems, roads, power plants, and other critical infrastructure. Each year the Secretary would send a list of funded projects and funding profiles with the President's budget to specific House and Senate committees.
