Summary
Guarantees abortion coverage across federal health programs. This bill would require federal health programs to cover abortion services, empower the federal government to act as payer and provider, and block federal limits on private or state coverage.

- People who get care through the programs named in the bill, including Medicaid, CHIP, Medicare, Indian Health Service, TRICARE, veterans benefits, refugee and detention health services, and other federal plans would have abortion services covered under those programs.

Abortion coverage in federal programs
If enacted, this bill would say which federal programs count as a "health program or plan." It names Medicaid, CHIP, Medicare, TRICARE, VA care, the Indian Health Service, FEHBP, services in federal custody, refugee and ORR care, Peace Corps health care, and other government programs. People in those programs would be covered by the bill's rules.
Federal programs must cover abortion
If enacted, the federal government would have to ensure abortion services are covered for people insured by or receiving care from the listed federal programs. The government would also have to ensure access in federal facilities and contracted sites. The bill would define "abortion services" to include an abortion and related care, even if not on the same day.
Federal primacy over abortion rules
If enacted, the bill would say it overrides conflicting federal laws and applies across federal programs. It would also state the Act is not subject to the Religious Freedom Restoration Act. These legal rules would guide how agencies and courts handle conflicts.
Federal ban on restricting abortion coverage
If enacted, the bill would stop the federal government from prohibiting or limiting abortion coverage in state, local, or private health plans. That would prevent federal agencies from putting new bans or limits on those plans. States and private insurers could still set their own rules.
Remove ACA rule on plan coverage
If enacted, the bill would repeal a provision of the Affordable Care Act that affects plan coverage rules. This could change what ACA marketplace and related plans must cover. People who have or buy ACA plans and plan administrators might see coverage rules change.
State and local abortion protections kept
If enacted, the bill would say it does not reduce any federal, state, or local law that gives greater abortion coverage or services than this bill. Where state or local law already gives more access, that higher protection would still apply.
