10-year flagpole permit for Utah County

If enacted, the bill would require the Secretary of Agriculture to issue a 10-year special use permit within 180 days for a covered U.S. flagpole at Kyhv Peak Lookout Point. The first permit would be issued to Robert S. Collins of Provo, Utah; if he declines, it would go to a qualified Utah County resident or local nonprofit. Qualified persons must live in or operate in Utah County and have experience caring for a covered flagpole. The Secretary could set terms, allow reasonable access, and could not charge any land use fees for these permits. NEPA would not apply to issuing, renewing, or administering the permit or to placing, maintaining, or removing the flagpole.
