Adjunct Faculty Loan Fairness Act of 2025
Sponsored By: Senator Sen. Durbin, Richard J. [D-IL]
Introduced
Summary
Expands Public Service Loan Forgiveness to qualifying adjunct and contingent faculty. The bill creates an hours‑based path so non‑tenure‑track instructors at certain colleges can count teaching toward PSLF and the Education Secretary can adjust how credit hours map to weekly hours.
Show full summary
- Adjunct and contingent faculty: Teachers who work at least 9 credit hours per semester or roughly 30 hours per week can qualify for PSLF, as long as they are not employed full‑time by another employer.
- Eligible institutions: The rule applies to instruction at institutions defined in the Higher Education Act, postsecondary vocational institutions, and Tribal Colleges and Universities.
- Administration: The bill sets the credit‑to‑weekly‑hour multiplier at 3.35 and gives the Secretary of Education authority to raise that multiplier or adopt a different appropriate number.

More loan relief for adjunct faculty
If enacted, you would be able to qualify for Public Service Loan Forgiveness as an adjunct or contingent faculty member. You must work at a qualifying college, postsecondary vocational school, or Tribal college or university. You must be non-tenure-track and not employed full-time by another employer. You would qualify if you teach at least 9 credit hours per semester, 6 credit hours per trimester, 18 credit hours per year, or about 30 hours per week using a 3.35 multiplier. The Secretary of Education could adjust the weekly multiplier if needed. You must have federal student loans to get this benefit.
