Review and rules for modular home loans

If enacted, the Department of Housing and Urban Development (HUD) would review FHA construction financing programs to find rules that make it hard to use modular home methods. HUD would have to publish a report within 1 year after enactment. Within 120 days after that report, HUD would start rulemaking to consider an alternative construction loan draw schedule for modular and manufactured home builders. The public could give robust comment, and HUD must either issue a final rule or explain why it will not.

Standard code study for modular homes

If enacted, HUD would be allowed to award a grant to study a standardized commercial code for modular home parts and modules. The study would look at serializing and securing modules, streamlining design and construction, and how a code could link to financing incentives. The bill would authorize whatever money is needed to run the study.
