- U.S. ambassadors and other officials would be barred from obligating Federal funds or using personal funds to host fundraising events at embassies, consulates, or other diplomatic posts.
- The Department of State would have to revise its Standardized Regulations (DSSR) and the Foreign Affairs Manual (FAM) to enforce the ban. The Secretary must certify those revisions to the Senate Foreign Relations Committee and the House Foreign Affairs Committee within 90 days after enactment.
- Foreign political parties and candidates would be prevented from using U.S. diplomatic facilities or staff to raise money, including events that knowingly connect potential donors with parties or candidates.

Ban foreign political fundraising at embassies
This bill would bar using U.S. embassies, consulates, or other diplomatic posts to raise money for foreign political parties or candidates. It would stop the use of federal funds or a U.S. ambassador's or other U.S. official's personal funds to host such fundraising events. The Secretary of State would be barred from paying for receptions or expenses for events intended to raise foreign political money. The bill would define a "fundraising event" to include events that set up contact between potential donors and foreign parties or candidates. The Secretary would have to update the Department rules (DSSR and FAM) and certify to the Senate Foreign Relations and House Foreign Affairs committees within 90 days. If enacted, these rules would take effect upon enactment.
