This bill would stop shifting Renewable Fuel Standard obligations away from small refineries that have exemption extensions. It would also require companies to count the gasoline or diesel made by those exempt small refineries when calculating a company's total production or imports for RFS obligations.

- Small refineries with exemption extensions would not have their renewable fuel obligations reallocated to other parties. This protects the specific volumes tied to those exemptions.
- Companies that own or operate an exempt small refinery would have that refinery's gasoline or diesel volumes included in the company's total production or imports when computing their RFS obligation. This changes how a company's total volume is counted.
- The EPA Administrator would be barred from reallocating obligations tied to exempt small refineries when making annual obligation determinations under the Clean Air Act. This limits how obligations can be reassigned.

Protect small refineries from reallocation
This bill would prohibit the EPA Administrator from reallocating any renewable fuel obligation that applies to a small refinery with an exemption extension in a calendar year. It would also require the Administrator to include gasoline or diesel made or imported by such a small refinery when calculating a person's yearly renewable fuel obligation. If enacted, this would apply each calendar year and take effect upon enactment.
