New budget estimates and reports

If enacted, the President's budget and agency budget documents would have to show a next-year line for listed tribal accounts. The Interior and HHS budget materials would include those post-year estimates and the Interior Secretary would consult tribes when preparing BIA requests. IHS budget justifications would have to explain cost changes using the consumer price index and changes in population served. Interior and HHS would also have to send Congress a report by July 31 each year, developed with tribes, on whether department resources are sufficient for the coming fiscal year and include workload and demand data.

One-year advance funding for tribes

If enacted, appropriations for many core tribal accounts would include one extra year of available funding starting in fiscal year 2026. For the Bureau of Indian Affairs this would cover Operation of Indian Programs; Contract Support Costs; Indian Guaranteed Loan Program; Construction; and Payments for Tribal Leases. For the Bureau of Indian Education this would cover Operation of Indian Education Programs and Education Construction. For the Indian Health Service this would cover Indian Health Services; Contract Support Costs; Payments for Tribal Leases; and Indian Health Facilities. This change would shift when new budget authority is made available so tribes, schools, clinics, and contractors would have a clearer view of next-year funds.
