Summary
Gives people entitled to Medicare Part A the right to opt out of that Part A entitlement. Those who make that election would use forms and processes set by the Secretary of Health and Human Services, could later re-enroll without penalty, would not have to repay any Part A payments made for services before opting out, and could not be required to waive benefits under Title II of the Social Security Act to exercise the opt-out.

Option to Opt Out of Medicare Part A
If enacted, you could elect to opt out of Medicare Part A if you are otherwise entitled to it. The Secretary of Health and Human Services would set the form and process for opting out and for later re-enrolling. You could later end the opt-out and re-enroll in Part A without any penalty. You would not have to repay Part A payments made for services received before you opted out. The opt-out could not be made dependent on giving up Social Security (Title II) benefits.
