- LGBTQ+ youth: Would gain a clearly labeled pathway to counselors trained on LGBTQ+-specific issues. The bill cites that 45 percent of high school students who seriously considered suicide in 2021 identified as LGBTQ+ and that LGBTQ+ youth are about 4 times more likely to attempt suicide.
- Crisis centers and operators: Would be required to set up or maintain the specialized Press 3/IVR services and related operations. The lifeline already handled roughly 1.5 million contacts and about 2,200 contacts per day as of May 2025.
- Federal funding structure: For each fiscal year not less than 9 percent of amounts appropriated under the referenced subsection would be reserved to carry out the specialized LGBTQ+ services.

Special 988 help for LGBTQ+ youth
This bill would require HHS to set up dedicated 988 hotline services for LGBTQ+ youth. It would require a Press 3 option or an IVR pathway for those youth. For each fiscal year, HHS would reserve not less than 9 percent of amounts appropriated under 42 U.S.C. 290bb-36c(f) for these services. These changes would take effect upon enactment.
