  • LGBTQ+ youth: Would gain a clearly labeled pathway to counselors trained on LGBTQ+-specific issues. The bill cites that 45 percent of high school students who seriously considered suicide in 2021 identified as LGBTQ+ and that LGBTQ+ youth are about 4 times more likely to attempt suicide.
  • Crisis centers and operators: Would be required to set up or maintain the specialized Press 3/IVR services and related operations. The lifeline already handled roughly 1.5 million contacts and about 2,200 contacts per day as of May 2025.

This bill would require HHS to set up dedicated 988 hotline services for LGBTQ+ youth. It would require a Press 3 option or an IVR pathway for those youth. For each fiscal year, HHS would reserve not less than 9 percent of amounts appropriated under 42 U.S.C. 290bb-36c(f) for these services. These changes would take effect upon enactment.
