New DOE AI testing and oversight
This bill would require the Energy Secretary to start an Advanced AI Evaluation Program within 90 days. The program would run public and classified tests, red-team and adversarial evaluations, and blind third-party checks. It would define and test for loss-of-control, scheming, weaponization, and artificial superintelligence risks. The Secretary would give Congress a permanent oversight plan within 360 days and update it yearly. The program would end 7 years after enactment unless Congress renews it.
New rules and big fines for AI developers
This bill would require covered AI developers to join the DOE testing program and, on request, share code, training data, model weights, interface code, and training details. It would bar deploying an advanced AI across state lines or internationally unless compliant. "Deploy" would include open-source releases. Developers who break participation or deployment rules could face fines of at least $1,000,000 per day. The rules would apply upon enactment to anyone who designs, builds, owns, substantially modifies, or starts a training run for an advanced AI.
