If enacted, the bill would make State law control motor vehicle use on roads inside National Park Service units. That includes off-highway vehicles, using the State's definition. "Road" would mean the main-traveled surface of a roadway owned or managed by the Service. Breaking the applicable State law would be prohibited inside the park, and the change would take effect upon enactment.
