Study on recycling spent nuclear fuel
If enacted, the Secretary of Energy would start a study within 90 days. The study would produce a public report to Congress within 1 year. The report would be limited to 120 pages, excluding front matter, references, and appendices. It would compare recycling spent nuclear fuel to the once-through fuel cycle and study aqueous and non-aqueous recycling methods. It would evaluate extracting isotopes for medical, industrial, space, and battery uses. It would analyze siting, costs, timelines, public-private partnership options, and tracking and accountability for recycled fuel and waste. It would identify regulatory definition gaps and recommend modernization steps. The Department must solicit input from private technology developers and publish the report for the public.
