Summary
Locks in current U.S. tariff rates on certain coffee products imported from countries with which the United States maintains normal trade relations (NTR countries). This bill would bar any tariff increase above the rate that applied on January 19, 2025 for roasted or decaffeinated coffee, coffee husks and skins, and coffee substitutes containing any proportion of coffee. The measure limits its protection to those listed articles and to imports from NTR countries and uses a broad “notwithstanding” clause to prevent higher country-by-country or emergency tariffs.

This bill would bar higher tariffs on certain imported coffee products from countries with normal trade relations. It would freeze tariff rates at the level that applied on January 19, 2025. Covered items would include coffee, roasted or decaffeinated. It also covers coffee husks and skins and coffee substitutes containing any coffee. The limit would apply only to imports from countries the United States treats as having normal trade relations. The ban would override other laws, regulations, and emergency tariff authority. If enacted, importers and U.S. sellers would face less risk of higher import duties. Households could see less risk of price increases for coffee.
