Summary
This bill creates a temporary emergency payment of $200 per month for eligible retirees, veterans, Civil Service retirees, Railroad Retirement beneficiaries, and some SSI recipients during January–June 2026. It aims to deliver short-term cash relief to people who get those federal benefits and to do so in a way that does not affect their taxes or other federal benefits.

Funding for 2026 Emergency Payments
If enacted, the bill would provide funds in fiscal year 2026 to make and run the emergency payments. It would allow the Treasury to use "such sums as may be necessary" to pay certified recipients. The bill also sets specific administrative funding for FY2026: $11,000,000 to Treasury; $83,000,000 to SSA; $1,100,000 to the Railroad Retirement Board; $3,000,000 and $5,000,000 to two VA accounts; and $10,000,000 to OPM. These amounts would come from Treasury funds not otherwise appropriated for FY2026.
Emergency $200 Monthly Payments for Beneficiaries
If enacted, the bill would give $200 per month to eligible beneficiaries for each month from January 1, 2026 through June 30, 2026. You would qualify if you received Title II Social Security, a Railroad Retirement monthly annuity, certain VA compensation or pension payments, an OPM civil service annuity, or SSI cash in an applicable month. You would get only one $200 payment each month even if you have more than one covered benefit. Payments may be deposited to your account on file and would not count as taxable income. The bill would say these payments do not count as income or resources for federal or Federally-assisted benefit tests. No payments would be made after July 1, 2026, and there are listed exceptions (for example, death before certification or statutory non-payability) that can stop a payment.
