Ban on new offshore oil leases

If enacted, the bill would bar the Secretary from issuing any new lease or authorization to explore for, develop, or produce oil or natural gas in three offshore areas. The ban would start on the date the subsection is enacted and end on June 30, 2032. The covered areas are: Eastern Gulf of Mexico areas referenced in the 2006 GOMESA law; the South Atlantic Planning Area; and the Straits of Florida Planning Area as shown in BOEM’s 2024–2029 leasing program (published Sept. 29, 2023; 88 Fed. Reg. 67798). The ban would apply notwithstanding other laws. The bill would also say nothing in this subsection may change rights under any Outer Continental Shelf lease issued before the subsection is enacted, so current leaseholders keep their preexisting rights.
