Summary

Gives the President new authority to move countries into normal trade relations by proclaiming nondiscriminatory treatment for their products. This bill would let the President decide that Title IV of the Trade Act of 1974 no longer applies to a named country and then proclaim extension of nondiscriminatory treatment for that country's products, with Title IV ceasing to apply on the proclaimed effective date.

President could restore normal trade

If enacted, the President would be allowed to decide that Title IV no longer applies to most countries. This would not apply to Belarus, Cuba, or North Korea. The President could then proclaim nondiscriminatory (normal trade) treatment for a covered country's products. On the proclamation's effective date, Title IV would stop applying to that country. If that happens, U.S. importers and businesses could face lower trade barriers and consumers could see lower prices. Some U.S. producers could face more competition and lose sales.
