Bar tort lawsuits against the President

This bill would add a new exception to the Federal Tort Claims Act. It would bar FTCA lawsuits brought by the President. It would also bar FTCA suits against people who become President while the claim is pending. The ban would apply no matter when the act or omission happened. It would cover claims pending on, or filed on or after, the date of enactment. If enacted, this could stop some people from using the FTCA to seek money for harms caused by federal employees.
