Expands HHS authority to destroy imported items that pose a significant public health risk. This bill would let the Secretary of Health and Human Services order destruction of drugs, devices, or any other articles refused admission when the agency determines they present a significant public health concern.

- Families and consumers: Removes hazardous imported items from the supply chain to lower the chance people are exposed to dangerous products.
- Importers and exporters: Creates a new federal prohibition on moving, introducing, or delivering for introduction into interstate commerce, including export, any article that the Secretary has decided must be destroyed.
- Ports, carriers, and intermediaries: Changes how refused imports flagged for destruction must be handled at borders and transit points.
- HHS and FDA operations: Requires final implementing regulations within 90 days and makes the expanded destruction authority effective 180 days after enactment.
