- Federal agencies and contractors: Would prohibit procurement and use of humanoid robots that are designed, tested, developed, or manufactured by a covered entity. The ban takes effect 180 days after enactment and includes a Department of Defense waiver for national security or research purposes.
- U.S. businesses and foreign investors: Would expand the Committee on Foreign Investment in the United States review to add a new transaction class and a new category of investments in businesses that design, test, develop, or manufacture humanoid robots. Parties to covered transactions would have to file mandatory declarations.
- Department of Defense and Congress: Would require the Secretary of Defense to deliver a national security threat assessment within one year. The report must analyze manufacturing ecosystems, military-civil fusion, export-control evasion, data privacy and espionage risks, and include recommendations to strengthen controls and law.

New foreign investment review for humanoids
If enacted, investments in U.S. humanoid-robot businesses by investors tied to covered nations would be subject to CFIUS review. Non-controlling investments could also need a mandatory filing. The rule would apply on or after enactment and cover transactions proposed or pending on or after that date.
Ban on federal humanoid purchases
If enacted, executive agencies would be barred from buying or using humanoid robots made or controlled by covered foreign entities. The ban would start 180 days after enactment. The Defense Secretary could grant limited waivers for national security or research. The Federal Acquisition Regulation would be changed within 180 days and prime contractors must add clauses to flow the ban to subcontractors.
Definitions for covered entities and robots
If enacted, the bill would define who is a "covered entity." This would include governments and political parties of countries of concern, certain foreign entities, and Chinese military companies identified by the Defense Secretary. It would also define a "humanoid robot" as an AI-powered machine with a human-like body that performs human tasks and uses natural language. These definitions would take effect upon enactment and decide which rules apply.
