S3276119th Congress

UNtaxed Act

Sponsored By: Senator Mike Lee

Introduced

Summary

Blocks United Nations taxes on Americans and stops U.S. funding for a UN-led global carbon tax unless the Senate approves a treaty. The bill would bar any tax, tariff, fee, or penalty imposed by the United Nations or its affiliated bodies on U.S. citizens or U.S. entities unless the charge comes from a treaty for which the Senate has given its advice and consent. It would also prevent federal funds from being used for assessed or voluntary U.S. contributions that would create, implement, or enforce a global carbon tax.

  • U.S. citizens and companies: The bill would prevent UN bodies from imposing taxes or fees on Americans or American-organized entities unless the Senate approves a treaty that permits the charge.
  • Federal funding: It would bar appropriations or other U.S. funds for contributions used to design, implement, or enforce a UN-linked global carbon tax.
  • Shipping and vessel operators: The bill targets so-called global carbon taxes defined as per-emission charges under a global fuel regime that require vessel owners or operators to cut greenhouse gases, and would block U.S. support for such regimes.

Analyzed Economic Effects

Ban on U.N. taxes for Americans

If enacted, this bill would bar the United Nations and its agencies from charging any tax, tariff, fee, or penalty on U.S. citizens. It would also bar those charges on companies organized under U.S. law. The ban would not apply to charges authorized by a treaty the Senate has approved. The rule would take effect upon enactment.

No U.S. funding for global carbon tax

If enacted, the bill would stop the U.S. government from giving money to the U.N. for a global carbon tax. It would also bar funds for implementing or enforcing that tax. The bill defines a global carbon tax as a charge under a global fuel system. That system would require ship owners to cut greenhouse gas emissions and set fixed costs by emission level. The rule would take effect upon enactment.
