Would require the Director of National Intelligence to develop a coordinated strategy for foreign intelligence on critical and emerging technologies. The strategy would also set how that intelligence is shared with federal agencies that regulate technology, public health, exports, research, and financial programs.

- Intelligence community: Would direct the Director to coordinate collection, processing, analysis, and dissemination of foreign intelligence tied to critical and emerging technologies across the intelligence community.
- Federal agencies: Would require the strategy to outline appropriate sharing with departments and agencies responsible for regulation, innovation and research, science, public health, export control and screenings, and federal financial tools.
- Congress and timing: Would require the Director to finish the strategy within 60 days after enactment and to submit a copy to the congressional intelligence committees within 30 days after the strategy is developed.
