  • Hospitals in Tennessee: Hospitals that serve large numbers of Medicaid and uninsured patients would get a steady federal DSH payment stream. The FY2026 allotment would be based on Tennessee's 2015 DSH amount and then increased each year by the Consumer Price Index for all urban consumers.
  • Tennessee Medicaid (TennCare): For years after 2026 Tennessee would be treated as a low-DSH state. Its annual allotment would grow using the same formula applied to low-DSH states.

More hospital funding for Tennessee

This bill would require Tennessee to get a Medicaid Disproportionate Share Hospital (DSH) allotment starting in fiscal year 2026. The bill would add a new subparagraph (G) to section 1923(f)(3) of the Social Security Act to do this. The FY2026 amount would equal Tennessee's DSH allotment for fiscal year 2015. Each year after 2026, the allotment would be increased using the yearly percent change in the Consumer Price Index and Tennessee would be treated as a low-DSH State for future increases. If enacted, this would raise federal Medicaid funding for Tennessee hospitals and could help low-income and uninsured patients in Tennessee.
