Optional Medicaid for behavioral health

If enacted, this bill would let states create a new Medicaid option for some uninsured people with serious behavioral health or substance use conditions. You would qualify if you are uninsured, your household income is at or below 100% of the poverty line, and a qualified provider or a State‑designated entity determines you have a qualifying condition (serious mental illness, serious emotional disturbance, opioid use disorder, or stimulant use disorder). Coverage would be full Medicaid benefits in the same scope as certain existing Medicaid groups, for a continuous one‑year period. States could renew coverage for additional one‑year periods after redetermining you still qualify. States that adopt the option must have a care plan in place within 60 days of enrollment and must report specified Medicaid behavioral health quality measures.
