Summary
Ban on federal procurement of Chinese-made or China-controlled solar panels. This bill would bar federal agencies from using federal funds to acquire solar panels manufactured or assembled by entities domiciled in the People’s Republic of China or subject to influence by its government or Communist Party. It sets standards and an implementation process and builds in waivers, oversight, reporting, and a market study.

Ban on federal China-made solar
If enacted, executive agencies would be barred from using federal money to buy crystalline silicon solar panels made or assembled by companies the Secretary of Homeland Security designates as covered entities. OMB would have 180 days to set standards and the Federal Acquisition Regulation would be changed in 180 days. Agencies could not use government purchase cards to buy those panels. An agency head could seek a waiver if a covered entity is the only viable source, but the Secretary of State and the Secretary of Homeland Security must both approve. Agencies must notify OMB of waiver requests and OMB must send quarterly reports to named congressional committees.
Study of U.S. solar market
If enacted, OMB would seek within one year to hire a federally funded research center to study the U.S. solar panel market, technology pace, supply chain, and workforce. The completed study must be given to specified Senate and House committees within 30 days after OMB receives it.
