  • People in recipient countries: U.S. foreign assistance could not pay for abortions as a method of family planning, nor pay for involuntary sterilization or provide financial incentives to undergo sterilizations.
  • NGOs and health providers: Organizations could be ineligible for financing if, as determined by the President, they support or participate in coercive abortion or involuntary sterilization programs.
  • Peace Corps volunteers and program funds: Funds authorized for the Peace Corps could not be used to pay for abortions, subject to the cross-reference to section 614 of the 2014 Financial Services and General Government Appropriations Act.

Ban U.S. foreign aid for abortions

If enacted, this bill would bar money used to carry out the Foreign Assistance Act from paying for abortions as a method of family planning. It would also bar funds for involuntary sterilization as family planning, biomedical research related to those topics, lobbying about abortion, and funding organizations the President determines participate in coercive abortion or sterilization. The restriction would apply to funds "authorized to be appropriated or otherwise made available" to carry out the Act and would begin on enactment. U.S. agencies, NGOs that get U.S. foreign aid, and people in countries that receive aid would be most affected.

Ban Peace Corps funding for abortions

If enacted, this bill would bar funds used to carry out the Peace Corps Act from being used to pay for abortions, subject to a cross-reference to a 2014 appropriations law provision. The prohibition would apply to funds "authorized to be appropriated or otherwise made available" to carry out the Peace Corps Act and would begin on enactment. Peace Corps volunteers and partner organizations abroad would be directly affected.
