New rules for AI hiring tests
If enacted, the bill would set rules for technical assessments used to hire for tech and AI competitive service jobs. OPM would run an online platform where agencies can share and customize assessments and rate content, but OPM would not be required to validate each test. Subject matter experts could help develop and administer position‑specific assessments. Starting five years after enactment, examinations could not rely solely on an automated self‑assessment unless a Chief Human Capital Officer grants a waiver and files a written report; OPM must post waivers publicly within 30 days and a waiver takes effect only after posting. Agencies would need to ensure shared or customized tests meet part 300 of title 5, CFR, and should use existing platforms like USA Hire when practicable.
