Sale proceeds fund Carson City projects
If enacted, proceeds from the land sales would go into the Carson City Special Account. The Secretary would be able to use the money without further appropriation and the funds would not expire each year. The Account would earn interest set by the Treasury and be managed under an agreement between Carson City and BLM.
Federal land sales to qualified buyers
If enacted, the Secretary would sell about 360 acres of BLM land to qualified bidders. The Secretary would also have to accept, within 1 year, a City offer to convey about 20 acres and then offer that land for sale to qualified bidders. Parties entering disposal agreements would pay sale-related costs like surveys and administrative fees. Carson City would keep specific utility, drainage, and access easements. Entities responsible under law would pay for any required hazardous substance remedial actions.
Free public land for Carson City
If enacted, the Interior Secretary would convey about 1,288 acres to Carson City for public uses like parks and flood mitigation. The Secretary would also convey about 0.45 acres to widen a road. Carson City would pay all conveyance costs, including surveys, appraisals, environmental response planning, and closing fees. The Secretary would meet CERCLA disclosure rules but would not be required to clean contamination beyond those disclosures. The Secretary would finalize parcel surveys and maps as soon as practicable, and the City and Secretary could agree to small boundary fixes.
