  • Farmers and ranchers: Haulers moving goods that start or end within a 150 air-mile radius would be eligible for the hours-of-service exemption, changing when and where exemptions apply.
  • Livestock producers and feed suppliers: The seasonal limit tied to State planting and harvest periods is removed for livestock feed shipments, allowing those hauls to qualify year-round.
  • Drivers and small carriers: The definition of "agricultural commodity" would be widened to include minimally processed fruits and vegetables, nonprocessed animal products like milk and eggs, nonhuman living animals (including fish and insects), forestry and horticultural products, and animal feed and its ingredients.
  • Federal regulators: The Secretary of Transportation would have to revise 49 C.F.R. 395.2 to add these categories within 180 days of enactment.

Easier driving rules for farm haulers

This bill would let drivers hauling covered farm goods be exempt from some federal hours-of-service limits when operating within a 150 air-mile radius of either the pickup point or the drop-off. It would remove the state-by-state seasonal limit so livestock feed would qualify year-round. The bill would replace the statutory definition of “agricultural commodity” with a reference to 49 C.F.R. 395.2 and require the Transportation Secretary to revise that rule within 180 days of enactment. The new rule would expressly list live animals (including fish, insects, and livestock), milk, eggs, honey, fresh or minimally processed fruits and vegetables, forestry and similar products, and animal feed and ingredients.
