Protect funding for unaffected organizations

This would cover direct funding like contracts, grants, loans, and cooperative agreements. It would also block indirect funding paid through vouchers or certificates when the provider is controlled as defined. The bill would define "agent" to include diplomats, known foreign officials, lobbyists who must register, and persons covered by 18 U.S.C. 951. The bill would define "controlled" by reference to 31 C.F.R. 80.208 and add an ownership test. The list of covered nations would include China, Russia, Iran, and North Korea, among others.
