Doctor notice for out-of-state minors

If enacted, physicians who perform abortions on minors from another State would have to give written notice to a parent at least 24 hours before the abortion. If in‑person written notice cannot be done after reasonable effort, the physician would have to send certified restricted mail and wait the required time treated as delivery. A physician who knowingly breaks the notice rules would face a fine or up to 1 year in jail. The bill lists several exceptions, including following the hosting State's parental‑involvement law, a residence‑State court waiver, a signed abuse allegation with a child‑welfare report, life‑saving emergencies (then written notice within 24 hours), and when the companion proves they are the parent.

New federal ban on interstate transport

If enacted, the bill would make it a federal crime to knowingly take a minor across State lines to get an abortion when that act removes the parent's consent or notification rights under the minor's home State law. The offense and a separate offense for people who committed incest would carry fines and up to 1 year in jail. Parents harmed by these violations would be able to sue for relief, but a parent who committed incest with the minor could not get that relief. The bill preserves a life‑saving exception and defenses when a parent gave permission or a court waived notice.

When the rules would start and stand

If enacted, the Act and its amendments would take effect 45 days after enactment. The bill would also include a severability rule so that if a court strikes down one part, other parts could still stand.
