Delay hemp rule start date

If enacted, this bill would delay when certain federal hemp production rule changes take effect. It would replace "365 days" with "3 years" in Section 781 of the Agriculture, Rural Development, Food and Drug Administration, and Related Agency Appropriations Act, 2026 (7 U.S.C. 1639o note; Public Law 119-37). That change would push back the amendments to the Agricultural Marketing Act of 1946 from 365 days to 3 years. Hemp growers, small hemp farms, and state and tribal regulators would have two more years to prepare. The bill would not change program funding, taxes, or eligibility rules.
